NC Capital Area Metropolitan Planning Organization (CAMPO)

The North Carolina Capital Area Metropolitan Area Planning Organization (CAMPO), in partnership with the Town of Morrisville, is seeking a qualified consulting firm or individual to conduct a corridor access management study to evaluate the two-mile section of Morrisville Parkway between Davis Drive and NC 54/Chapel Hill Road in Morrisville, N.C. The purpose of this study is to evaluate this four-lane median divided, high-priority corridor for safety improvements associated with access management, multimodal connectivity and traffic calming opportunities to make travel safer for vehicles, bicyclists and pedestrians.

Completed Proposals are due no later than 3:00 p.m. on Friday, March 24, 2023. This study is to be completed within one year (fiscal year 2024) with a Notice to Proceed anticipated to be issued in July 2023.

Request for Qualifications (RFQ) - Town of Harrisburg Strategic Economic Plan

Town of Harrisburg, North Carolina

The Town of Harrisburg, North Carolina (“Town”) is seeking Qualification Statements from professional economic development consultants or teams of consultants (“Consultant”) to develop a Strategic Economic Development Plan (“SEDP”) for the Town. The SEDP will serve as a guide for the Town’s efforts to catalyze economic growth and development over a five-year timeframe. The SEDP is intended to be an action-oriented plan that will inform and guide Town officials, residents, property owners and developers in making sound policy and investment decisions which will lead to the expansion of the Town’s tax base and economic wealth.

Request for Proposals (RFP) - Master Plan for the Greene Tract

Orange County, North Carolina

The Greene Tract Master Plan shall focus on affordable housing needs, support the Historic Rogers Road Neighborhood, address access and connectivity on and off the site, and strive to address the needs of the community based on engagement and existing plans. The Master Plan shall build upon the goals and conceptual plan contained in a 2021 Resolution adopted by the Town of Carrboro, Town of Chapel Hill, and Orange County, completed site analysis work, and existing plans completed on the Greene Tract and immediate area, including the Historic Rogers Road Neighborhood. The plan shall focus on the 45 acres identified for development and should contain development recommendations and regulations for residential uses, nonresidential uses, community support uses, public school site, and open space and recreation that comply with the land development regulatory requirements of the Town of Chapel Hill while providing a future multimodal network and potential roadway improvements. Community engagement efforts shall be the central component to the planning process, focusing on underserved or marginalized communities and communities of color, specifically the Historic Rogers Road Neighborhood.

Request for Qualifications (RFQ) - Comprehensive Land Use Plan

The proposer should return the proposal with all information necessary to properly analyze the proposer's response in full. Proposer's notes, exceptions, and comments may be rendered as an attachment, provided the same format of this RFQ text is followed.

The selected Consultant, with direction from the Town’s Planning and Community Development Department, will engage the community and stakeholders in an exciting participatory process to update the Town’s OneMooresville Comprehensive Plan (including the Future Land Use Map and all other associated maps) in accordance with Section 160D-501 of the North Carolina General Statutes. The scope of work will include, but is not limited to: 1. Public & Stakeholder Engagement 1. Leading an assertive, creative, and far-reaching public input strategy. 2. Preparing for and present at workshops and visioning sessions for citizens, property owners, and other stakeholders. 3. Presenting formally to the Town Board and Planning Board for public input, plan consideration, and final adoption. 4. Holding regular meetings and calls with Town staff and the Steering Committee to provide updates on progress and solicit input. 2. Plan Development 1. Development of fully updated Comprehensive Future Land Use Plan with strong graphics, frequent illustrations, and minimal planning jargon. 2. Updating the inventory of existing conditions. 3. Review of big ideas, intended outcomes, and priority actions. 4. Incorporating anticipated elements listed in the project description. 5. Formulating and recommend objectives and policies using goals set forth by Town Board, data inventory and analysis, and results of the participatory process. 6. Prepare updated Future Land Use Map and other relevant maps for the Town’s Planning Boundary. Provide all project GIS data and maps.
