Town of Clayton, NC 

The Town of Clayton is seeking Statements of Qualifications from one or more qualified firm(s) to draft a Small Area Plan/Master Plan for Clayton’s Downtown area. The Downtown Area includes the areas identified in the 2045 Comprehensive Growth Plan as “Downtown Core,” “Downtown Support,” and “Downtown Neighborhood,” or more generally the area bounded by US 70 Business on the south, Stallings/Main Street intersection on the west, NC 42 at E. Front Street on the east, and E. and W. Stallings Streets on the north. 

According to the 2020 U.S. Census, Clayton, located in Johnston County, is the largest, fastest-growing municipality in the fastest-growing county in North Carolina. Much has changed in Downtown Clayton since the last master plan for the area was adopted in 2010. As such, the Town is seeking a new master plan to regulate and manage growth in the Downtown core and surroundings. Town staff want this master plan to be consistent with the Clayton 2045 Comprehensive Growth Plan, which Town Council adopted in November 2021, as well as the Unified Development Code, which will be undergoing an update concurrent with this project’s timeline.

Request for Proposals (RFP) - Comprehensive Recreation & Parks Master Plan and Bicycle & Pedestrian Transportation Plan Update

City of Mebane, NC 

The City of Mebane is pursuing a qualified consultant to provide the necessary planning services to draft a new Recreation and Parks Comprehensive Master Plan and to update the Bicycle and Pedestrian Transportation Plan. These are two separate planning documents and will be separate deliverables. However, the City of Mebane recognizes the connections between the two plans and seeks to combine public input sessions and other aspects of the projects to gain data in support of both planning efforts.

Request for Qualifications (RFP) - Future I-42/NC 42 Small Area Plan

Town of Clayton, NC 

According to the 2020 U.S. Census, Clayton, located in Johnston County, is the largest, fastest-growing municipality in the fastest-growing county in North Carolina. Because of the rapid pace of development, the plan for this area (JCMH/42 West Small Area Plan), which was adopted by the Town in 2007, is largely outdated. Additionally, the forthcoming opening of I-540, anticipated growth of UNC Johnston Health and associated medical services to meet this population growth, and the recent announcement of the 69 acre Copper District development require a fresh look at this important gateway to the Town of Clayton and Johnston County. 

The Town hopes to draft a new small area plan to regulate and manage growth on the western edge of its corporate limits. Town staff want this small area plan to be consistent with the Clayton 2045 Comprehensive Growth Plan, which Town Council adopted in November 2021, as well as the Unified Development Code, which will be undergoing an update concurrent with this project’s timeline.

The Town of Clayton is seeking Statements of Qualifications from one or more qualified firm(s) to draft a Small Area Plan for the Town’s current and potential future Planning jurisdiction along the NC 42 corridor, in the general vicinity of the US-70/Future I-42 interchange. More specifically, this Small Area Plan is envisioned to encompass the area bounded by Amelia Church Road to the east, Winston Road to the north, Cornwallis Road to the west, and Barber Mill and Jack Road to the south. Some of this area is not currently in the Clayton Planning Jurisdiction, but the Town has the ability to extend its Extraterritorial Jurisdiction (ETJ) to a portion of the Cornwallis Road corridor and is considering doing so.
