General Statement of Duties:

Performs supervisory, administrative, and professional planning work, directing the Projects and Programs Division within the Town's Planning Department.  Work is performed under the general direction of the Planning Director and requires independent judgment and discretion in performing duties.  Supervision is exercised over Projects and Programs planning staff.

Distinguishing Features of the Class:

An employee in this class performs various tasks associated with managing the Projects and Programs Planning Division within the department; advises and presents to the Board of Commissioners, community members, and other Town staff on project and programming planning issues, concerns, and projects; oversees the development and implementation of the Sustainability Plan, develops the annual budget for the Projects and Programs Planning Division and executes it; oversees the management of CIP prioritization for select implementation projects, manages or oversees the management of consultant contracts, prepares, reviews, and edits agenda materials for implementation planning items; handles personnel matters; and performs other duties as required, but within the scope of this classification.

Essential Duties and Tasks:

  • Manages the Projects and Programs Planning Division.
  • Advises and presents to the Board of Commissioners, community members, and other Town staff on project and programming planning issues, concerns, and projects.
  • Oversees the development and implementation of the Sustainability Plan.
  • Develop the annual budget for the Projects and Programs Planning Division.
  • Oversees the management of CIP prioritization for select implementation projects.
  • Manages or oversees the management of park conceptual site planning, site plan, and construction plan approval with Parks, Recreation, and Cultural Resources Comprehensive Master Plan priorities. 
  • Manages or oversees the management of greenway planning and construction plan approval. 
  • Coordinates the implementation of assigned activities in the Comprehensive Plan with other Town departments, divisions, outside agencies, public officials, regulatory officials, and the general public and provides highly responsible and complex administrative support to those involved.
  • Manages or oversees the management of consultant contracts.
  • Manages land and easement acquisition related to department projects. 
  • Prepares, reviews, and edits agenda materials for implementation planning items.
  • Handles personnel matters.
  • May perform additional duties as required and within the scope of this classification.

Minimum Qualifications

Knowledge, Skills, and Abilities:

  • Comprehensive knowledge of the advanced principles and practices of long-range planning, comprehensive plan implementation, and the relationship between lang range and current planning.
  • Comprehensive project management knowledge.
  • Comprehensive knowledge of current literature and recent developments in the field of planning.
  • Thorough knowledge of modern employee motivation practices.
  • General knowledge of budgeting and purchasing procedures.
  • Ability to effectively plan, supervise, and direct the work of subordinates.
  • Ability to interpret and analyze technical information and to prepare and present technical, oral, and written reports.
  • Ability to establish and maintain effective working relationships with employees, elected officials, partner agencies, and the general public.

Desirable Training and Experience
Graduation from a four-year college or university with a major in urban and regional planning, geography, architecture or related field with considerable professional planning experience, including supervisory experience.  A master’s degree in urban planning or related field is preferred.
Recruitment & Selection Guidelines:

  • Demonstrated project management experience.
  • Public sector planning experience.
  • AICP Certification - required.
