The Challenge

We are hiring an Aviation Director to join the NCDOT Aviation team.

 

In this role, you will

  • Provide leadership, direction, and supervision of the NCDOT Division of Aviation team.
  • Oversee the team that works in partnership with the state’s publicly-owned airports to maintain a system plan approved by the Federal Aviation Administration.
  • Manage state and federal grant programs for infrastructure development.
  • Provide planning and technical assistance and professional development for airport staff.
  • Oversee the team’s management of the state’s passenger and photogrammetry flight services for state agencies, the unmanned aircraft systems program, and an aerospace business development program.
  • Manage the day-to-day operations of the NCDOT Division of Aviation.
  • Develop and maintain our strategic plan supporting NCDOT’s strategic goals.
  • Provide clear direction for Aviation staff.
  • Direct, guide, and mentor managers in implementing strategic and work plans for the Division and its teams to achieve established goals and defined metrics.
  • Ensure the team follows all state and agency policies and procedures.
  • Stay abreast of air transportation trends and technology.
  • Engage in stakeholder groups and associations.
  • Work closely with other state DOT aviation units on aviation matters of mutual or national interest.
  • Represent the Division before relevant local, state and national convenings and key stakeholders on issues of importance to the state’s air transportation system.
  • Hire and manage direct reports to the Director to maintain a strong, competent and diverse team of managers and staff.
  • Pursue activities that maintain a strong team culture supportive of the Division’s visions and goals.
  • Ensure the Division completes performance appraisals and training requirements by established deadlines.
  • Ensure the Division sets an annual cash spend plan and operates within it.
  • Remain highly familiar with state and agency budget and spend systems and processes.
  • Prepare expansion requests through the State and agency processes.
  • Manage the grant administration and projects such that they align with the cash spend forecasts.
  • Maintain an effective system of tracking and reporting to ensure transparency and strong communication of Division activities.
  • Ensure required reports are completed on time and accurately.
  • Oversee the Division’s aviation development program.
  • Oversee the work of the Division’s 10 engineers, including knowledge of planning and engineering requirements related to airfield operations, maintenance, and development.

 

What You Bring

  • In-depth knowledge of the aviation industry, the principles and practices of airport engineering and planning, and the principles and practices of aviation grant administration.
  • Demonstrated experience organizing and directing the activities of professional staff.
  • Demonstrated experience maintaining effective working relationships with state, federal, regional, and local government officials and leaders and representatives of private concerns.
  • In-depth knowledge of federal/state policies relating to funds administration and knowledge of the activities and practices of a state department of transportation.
  • In-depth knowledge of federal aviation programs and how the Federal Aviation Administration functions.
  • Ability to think analytically, develop and manage strategically, perform macro policy analysis, resolve problems and conflicts, and develop innovative approaches.
  • Technical competence in aviation development standards.
  • Ability to advocate for aviation programs and build broad aviation knowledge.
  • Good written and verbal communication skills.
  • Strong computer skills.
  • Ability to manage complex, multimillion dollar budgets.
  • Proficient public speaker and effective manager of staff who relates well to supervisors, peers, and subordinates.

 

Education & Experience

  • Bachelors degree in engineering, and
  • 7+ years progressive engineering experience, and
  • 4+ years of supervisory experience; or
  • An equivalent combination of training and experience.

 

Note

  • We may require registration as a professional engineer by the NC Board of Examiners for Engineers and Surveyors.
