Summary Objective:
The purpose of this position is to perform managerial, supervisory, and professional planning work in directing the Planning Department of the County.

This job works under administrative supervision, developing and implementing programs within organizational policies and reports, and major activities to executive level administrators through conferences and reports.

Essential Functions:
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns, and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Supervises and manages all long-range and current planning activities and programs in the Planning Department including zoning, subdivision regulations, watershed protection, flood control, hazard mitigation, transportation, and related matters.
  • Formulates and recommends policies and regulations to advisory boards and Commissioners; attends all advisory board meetings; reviews and makes recommendations on land use requests; prepares and supervises the preparation of data pertaining to issues before boards and commissions.
  • Prepares correspondence and supporting documents, maps, and related materials and information on agenda items, and presents information,  and makes recommendations at Board of Commissioner meetings.
  • Enforces and/or supervises the enforcement of laws, rules, ordinances, resolutions, etc. regarding department responsibilities; interprets ordinances and regulations pertaining to department's responsibilities; issues permits; documents violations.
  • Prepares ordinance amendments, new ordinances, notices, etc.
  • Prepares special reports; conducts research and compiles information for special reports.
  • Prepares department budget and monitors expenditures; oversees consultant contracts.
  • Represents the County before adjoining jurisdictions.
  • Manages long-range planning efforts, including land use, transportation, and open space planning; assists other County staff with their long-range planning activities, including economic development and parks and recreation. Coordinates long-range planning activities with the City of Roxboro Planning Director and staff. 
  • Contributes to the regional transportation and regional planning efforts, attending meetings as necessary. 
  • Conducts outreach and education in the community about Planning and Zoning related issues.   
  • Presents County policies and regulations to various groups and citizens; assists citizens concerning compliance with County ordinances by providing high- quality customer service.
  • Serves as the Stormwater Administrator. The Stormwater Administrator enforces the stormwater ordinance, consisting of site plan review and program administration. 
  • Coordinates with other jurisdictions participating in the Person-Granville joint stormwater utility. 
  • Attends Upper Neuse River Basin Association meetings and subcommittee meetings; coordinates with other participating jurisdictions; conveys information shared during UNRBA meetings with departments involved with the Person County stormwater program, as needed.
  • Stays abreast of Federal and State stormwater requirements; researches various stormwater- related issues, as needed; makes recommendations about changes to the stormwater program based on current knowledge and trends.
  • Performs related work as assigned.


Minimum Education and Experience Requirements:

  • Bachelor’s Degree in Planning, Environmental Science, Landscape Architecture, or related discipline.
  • Five (5) years of planning, land use, or related experience or an equivalent combination of education, training, and experience.
  • Master’s Degree, AICP certification, CZO certification, and supervisory experience are preferred.

Knowledge, Skills, and Abilities:

  • Comprehensive knowledge of the principles and practices of rural and regional planning.
  • Thorough knowledge of demographics, economics, finance, and sociology as they apply to planning. 
  • Thorough knowledge of current literature and recent developments in the field of planning. 
  • Thorough knowledge of environmental regulations.
  • Thorough knowledge of transportation planning. 
  • General knowledge of the principles and practices of urban design and engineering as they relate to planning and subdivision design and control. 
  • Thorough knowledge of the principles and practices of building code enforcement. 
  • Ability to interpret and analyze technical and statistical information and to prepare and present technical oral and written reports. 
  • Ability to establish and maintain effective working relationships with associates, County officials, other agencies and the general public.

Physical Demands:
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Must be able to physically perform the basic life operational functions of standing, walking, fingering, talking, and hearing.
  • Must be able to perform sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to move objects.
  • Must possess the visual acuity to examine and work with maps, charts, and detailed materials, to operate a computer and to read extensively.
