Performs a dual role in zoning code enforcement and permit administration. This position is responsible for investigating land use and zoning complaints, conducting site inspections, issuing violation notices, and maintaining case documentation. Simultaneously, this position staffs the public-facing planning counter, guiding applicants through the permitting process, reviewing residential and non-residential permits, and providing accurate and courteous customer service related to zoning and development regulations. Work is performed under the general supervision of the Zoning Administrator.

Essential Functions

  • Interprets and applies county zoning ordinances, land use violations, and development standards; 
  • Investigates reported zoning and land use violations through site visits, photographic documentation, and interviews; 
  • Prepares and maintains detailed case files, including notices of violation, citations, and court documentation;
  • Conducts field inspection to ensure compliance with zoning ordinances and permit conditions;  
  • Provides testimony about land use violation cases to the Board of Adjustment and in court proceedings; 
  • Reviews and issues a variety of permits, including residential, non-residential, and floodplain determinations; 
  • Provides knowledgeable and professional customer service to the public, applicants, contractors, and developers; 
  • Responds to inquiries regarding zoning regulations, property use, and permit requirements;
  • Facilitates and manages all aspects of pre-application meetings, including scheduling, preparing agendas and materials, coordinating staff participation, and documenting outcomes;
  • Reads and interprets maps, plats, site plans, surveys, and other development-related documents;
  • Attends evening meetings (e.g., Planning Board meetings or Board of Commissioners meetings) as needed;
  • Assists with projects that have department-wide impacts, such as mass rezonings, land use policy updates, and community outreach;
  • Performs other duties and special projects as assigned.

 

Minimum Qualifications

Associate's degree in Planning, Geography, Public Administration, or a related field; or an equivalent combination of education and experience in zoning enforcement or permitting. Certification, or the ability to obtain certification, through NCAZO (North Carolina Association of Zoning Officials) is preferred.

Knowledge, Skills, and Abilities

  • Thorough knowledge of state and federal regulations related to zoning, land use, and development planning;
  • Proven experience reviewing and processing permit applications within a planning or zoning environment;
  • Strong ability to read, interpret, and apply policies, ordinances, zoning codes, and site plans;
  • Skilled in collecting, analyzing, and interpreting technical and statistical data for the preparation of clear, accurate reports;
  • Proficient in reading and interpreting zoning maps, land surveys, procedure manuals, and local development policies;
  • Excellent interpersonal and communication skills with the ability to convey complex zoning regulations clearly and professionally, both in writing and in person;
  • Strong written communication skills, including the ability to draft formal reports, violation notices, and explanatory correspondence;
  • Demonstrated ability to use independent judgment to investigate, evaluate, and resolve zoning complaints and public inquiries;
  • Proficiency in Microsoft Office Suite and the ability to learn and use permitting and GIS software, including OpenGov, ArcGIS, or similar software;
  • Ability to build and maintain effective working relationships with county officials, contractors, developers, public agencies, colleagues, and the general public.
